La versión 3.3 del CFDI ha sido el tema más sonado en México durante 2017 en cuanto a fiscalización electronica se refiere y es que no es para menos. La nueva versión del CFDI trae consigo muchos cambios que involucran no solo aspectos técnicos sino incluso operativos que requieren un esfuerzo e involucramiento humano dentro de cada compañía que contempla al departamento de finanzas, sistemas, facturación, cuentas por cobrar, contabilidad y hasta almacén.
El ejemplo más relevante de este tipo de cambios es el uso de
17 catálogos homologados entre los que destaca aquel definido para los
productos y servicios comercializados o la aparición del Recibo Electrónico de
Pagos vinculado al pago de todas las facturas emitidas a crédito o en
parcialidades. Dentro de los cambios que CFDI 3.3 trajo consigo también podemos
identificar la eliminación de 40 atributos que dejarán de estar visibles en la
versión 3.3. Entre ellos:
- atributos generales,
- domicilio fiscal del emisor,
- lugar de expedición
por parte del emisor,
- domicilio del receptor,
- información aduanera.
Dentro del modelo tecnológico sobre el cual está sustentado el
esquema CFDI, también se consideraron cambios trascendentes como la inclusión
de 46 nuevas reglas de validación para confirmar congruencia entre datos que se
clasifican en aritmética, de congruencia y condicional. La verificación del RFC del receptor y la inclusión
obligatoria de los RFC de patrón y trabajador para que el PAC los pueda validar
antes de timbrar el CFDI de Nómina son reglas que fortalecen el esquema.
CFDI
3.3 también definió un proceso de confirmación que será requerido cuando los
importes y los tipos de cambio de un comprobante sean altos o se encuentren
fuera de rango. Cabe destacar que al día en que este artículo está siendo
redactado, el monto del importe máximo y los rangos definidos por el SAT son
muy elevados, evitando la posibilidad de que sea necesaria la aplicación de
este proceso de confirmación, pero en un futuro, estos datos serán redefinidos para
activar su uso.
Resumiendo el resto de cambios que se hacen presentes en la
nueva versión de CFDI 3.3, se reconocen nuevos tipos de comprobante como Pagos
y Nómina, se incluye el uso del comprobante desde el punto de vista del
receptor, se hace uso de las zonas horarias basadas en el código postal del emisor,
se estandariza la relación entre los comprobantes (facturas, pagos y notas de
crédito), se incluye en cada concepto los descuentos e impuestos aplicables, la serie y folio vuelven a formar parte de la cadena original y se actualiza el código QR.
Durante los inicios de este 2017, se
hablaba del 1ero de Julio como la fecha
en la que el CFDI 3.3 sería la única
versión de Comprobante Fiscal Digital
por Internet que se intercambiaría en
México pero derivado del resultado de
profundos análisis y proyectos piloto,
el SAT decidió publicar una facilidad
que permitiría la convivencia de ambas
versiones (3.2 y 3.3) hasta el 1ero de
Diciembre, así todos los Contribuyentes,
PACs y desarrolladores integradores en
México se pusieron manos a la obra.
La homologación de catálogos, identificación de datos del
pago y redefinición de procesos operativos dentro de las compañías derivaron a
incrementar el reto de adopción de la nueva versión de CFDI 3.3, así, pese al
gran esfuerzo dedicado por muchos especialistas, el cumplimiento con las
obligaciones fiscales de emisión de CFDI al 1ero de diciembre aún se veía imposible para algunos contribuyentes. Razón por
la cual el SAT decidió publicar algunas facilidades complementarias.
De esta manera, el uso obligatorio de CFDI 3.3 se retrasará
hasta el 1 de enero de 2018, esto conlleva que la versión 3.2 pueda seguir
usándose hasta el 31 de diciembre de 2017. Cabe destacar que actualmente y desde el 1ero de julio las dos
versiones son fiscalmente válidas y vigentes por lo que todas las soluciones de
recepción y validación implementadas actualmente deberían ser capaces de recibir ambas versiones por lo que
la extensión del plazo de convivencia representa un reto menor y sin impacto
relevante para todos los contribuyentes, tanto los grandes como los pequeños.
Entre otras facilidades recientemente publicadas por el SAT,
se ha ampliado también el uso opcional del Recibo Electrónico de Pagos hasta el
31 de marzo de 2018, por lo que será obligatorio desde el 1 de abril de 2018. También, el complemento de comercio exterior versión 1.0
seguirá disponible durante el mes de diciembre de 2017, dado que continuará
vigente la version 3.2 de CFDI.
Es evidente que el SAT reconoció la magnitud que supone este
cambio en la modernización del sistema de facturación para los contribuyentes, sin
perder de vista los beneficios que los cambios generarán no solo para la optimización
de sus análisis de datos sino incluso para la simplificación de las
obligaciones. Seguramente en un futuro cercano continuaremos viendo el prellenado de formatos, la desaparición de tramites, etc.
Dentro de los cambios previamente publicados y que entrarían
en vigor se encuentra el nuevo proceso de aprobación para la cancelación de facturas
electrónicas, las facilidades publicadas también consideran un cambio en la
fecha de entrada en vigor al 1ero de julio del 2018.
Finalmente, el SAT ha definido que, hasta el 30 de junio de
2018, en caso de que exista un posible error o discrepancia al registrar la
clave de unidad de medida y/o clave de producto o servicio, no se considerará infracción.
Es decir, disfrutaremos de un periodo de afinación de los datos que nos
permitirá aprender del Nuevo modelo.
Todas las mejoras realizadas por el SAT tienen como
objetivo, por un lado, mejorar la calidad de los datos proporcionados y, por los contribuyentes.

No obstante, independientemente a la facilidad recientemente
publicada por el SAT y a los cambios de fecha de obligatoriedad, es recommendable
mantener el mismo nivel de esfuerzo para implementar CFDI 3.3 y el recibo electrónico
de pagos

New v3.3 invoice and its facilities

The version 3.3 of the CFDI has been the most talked about topic in Mexico during 2017 in terms of electronic taxation, and it is to be expected. The new version of the CFDI entails many changes that involve not only technical aspects, but operative aspect as well that require a human effort and involvement within each company that contemplates the finance, systems, invoicing, accounts receivable, accounting and even the warehouse departments.
The most relevant example of this type of changes is the use use of 17 standardized catalogues among which that defined for the traded products and services or the appearance of the Electronic Payment Receipt,, linked to the payment of all the credits and installments invoices. Among the changes introduced by the 3.3 CFDI, we may also identify the elimination of 40 attributes that will cease to be visible in the 3.3 version. Among them:
- general attributes,
- tax domicile of the issuer,
- place of issurance by the issuer,
- domicilie of the recipient,
- customs information.
Within the technological model on which the CFDI scheme is supported,major changes were also considered, such as the inclusion of the 46 new validation rules

The verification of the RFC of the recipient and the mandatory inclusion of the RFC of the employer and the worker in order for the PAC to be able to validate them before stamping the Payroll CFDI are rules that strengthen the scheme.
CFDI 3.3 also defined a confirmation process amounts and the exchange rates of a slip are high or found out of range. It should be noted that as of the date this article is being drafted, the amount of the maximum cost and the ranges defined by the SAT are very high, avoiding the possibility that the application of this confirmation process being necessary; but in the future, these data will be redefined to activate their use.
Summarizing the rest of the changes present in the new version of the CFDI 3.3, new types of slips as Payments and Payroll are recognized, the use of the slip is included from the recipient´s point of view, the time zones are used based on the zip code of the issuer, the relationship between the slips (invoices, payments and credit notes) is standardized, the discounts and applicable taxes are included in each concept, the series and folio are one again part of the original chain and the QR code is updated.
At the beginning of 2017, there were talks about July 1st, being the date on which the CFDI 3.3 would be the only version of e-invoice that would be exchanged in Mexico, but as a result of profound analysis and pilot projects, the SAT decided to publish a facility that would enable the coexistence of both versions (3.2 and 3.3 until December 1st; thus, all Taxpayers, PACs and integrating developers in Mexico got to work.
The homologation of catalogues, identification of payment data and redefinition of operating processes within the companies resulted in increasing the challenge of adopting the new version of the CFDI 3.3; thus, despite the major effort of many specialists, the compliance of the tax obligations on issuance of CFDIs as of December 1st, seemed impossible for some taxpayers, for which reason theSAT decided to publish some supplementary facilities.
Therefore, the mandatory use of the CFDI 3.3 will be delayed until January 1st, 2018., This means that the version 3.2 may still be used until December 31st, 2017. It should be noted that currently and as of July 1st, the two versions are fiscally valid and effective; therefore, all the reception and validation solutions currently implemented should be able to receive both versions. Consequently, the extension of the coexistence term represents a lesser challenge and without relevant impact for all taxpayers, both, large and small.
Among other facilities, recently published by the SAT, the optional use of the Electronic Payments Slip has been extended until March 31st, 2018. Therefore, it will be mandatory as of April 1st, 2018. Furthermore, theforeign trade supplement version 1.0will still be available during the month of December 2017, given that the version 3.2 of the CFDI will still be effective.
It is evident that the SAT recognized the magnitude this change implies for the taxpayers in the modernization of the invoicing system, without losing sight of the benefits that the changes will generate, not only for the optimization of their data analysis, but also for the simplification of the obligations. Surely, in the near future, we will continue seeing the pre-filling out of formats, the disappearance of proceedings, etc..
The new approval process for the cancelation of electronic invoices, is found among the previously published changes and that would become effective; the published facilities also consider a change in the effective date to July 1st, 2018.
Finally, the SAT has defined that, until June 30th, 2018, in the event of a potential error or discrepancy upon recording the measurement code and or product or service code, the above will not be deemed as infraction.
In other words, we will enjoy a period of refinement of the data will allow us to learn the new model.
All the improvements carried out by the SAT, on the one hand, intend to improve the quality of the provided data and, on the other hand, to increase the ease of use by all the taxpayers.
However, regardless of the facility recently published by the SAT and regardless of the changes to the enforceability date, it is recommended to maintain the same level of effort to implement the CFDI 3.3 and the electronic payments slip.
