Como parte de la modernización de los servicios del SAT, la siguiente prioridad después de la implementación de la versión 3.3 del CFDI es identificar los pagos de las facturas ya que con ello permitirán declaraciones mensuales pre-llenadas, hacer más precisa y eficiente la auditoría electrónica, mejorar los tiempos para una autorización rápida de devoluciones y hacer un control de obligaciones más preciso y pertinente. Es por ello que, aunque hubo una prórroga para su implementación obligatoria hasta el 31 de agosto del presente año, el CFDI de pagos llegó para quedarse!!!.
Seguramente lo primero que te estarás preguntando es ¿Cómo afecta esto en mi operación normal? ó ¿Cómo lo implemento?. Antes de ayudarte con estas dudas veamos de qué se trata el llamado “CFDI de Pagos” ¿Qué es? También nombrado como recibo electrónico de pagos, complemento para pagos ó Complemento para recepción de pagos, es una Comprobante Fiscal Digital por Internet (CFDI), que deberá emitir la empresa que recibe el pago, al cual se le incorpora información adicional específica sobre los pagos recibidos que se asocian a una factura emitida previamente.
¿En qué caso debe emitirse? Cuando la factura no se paguen en una sola exhibición (pago
en parcialidades) ó si se paga después de expedirla (pago diferido) Beneficios
Evita cancelaciones de facturas que ya han sido pagadas
Evita Duplicidad de pagos
Facilita la conciliación de las facturas contra pagos ya que:
1) Determina el momento del pago de las facturas y
2) Detalla la cantidad que se paga e identifica la factura que se liquida.
Evita Discrepancia fiscal entre lo declarado y lo facturado
Evita una opinión de cumplimiento negativa.
Cumplimiento con las reglamentaciones vigentes
Identificación del momento de causación del ingreso para efecto de ISR y acreditamiento del IVA.
Ahora sí….¿Cómo lo implemento? Lo primero que deberás considerar ya sea que emitas o recibas el pago, es que no se podrá acreditar o deducir la operación fiscalmente hasta que no cuentes con la triada:
CFDI de factura-pago-CFDI de pago Por lo tanto, además de prepararte para emitir y recibir este nuevo tipo de CFDI, lo cual seguramente tu proveedor de factura electrónica actual podrá hacer, deberás considerar la nueva información que deberás registrar tal como se muestra en el siguiente diagrama:
Como puedes observar el cambio más relevante se encuentra en el “registro” de éste Nuevo CFDI para lo cual te recomendamos:
I. Identificar y monitorear cuándo generar ó recibir el CFDI de Pago. Si tienes facturas que se paguen de manera diferida o en parcialidades, tienes hasta el décimo día natural del mes siguiente en el que se recibió el pago y de ninguna manera podrás emitirlo antes del pago. Debido a que podrás incurrir en infracciones y generar multas si no cumples con los tiempos limites mencionados, te recomendamos que cada que se tenga conocimiento de un pago se genere de manera inmediata el CFDI de pago para evitar “olvidos” o implementar controles tecnológicos que representen una inversión adicional.
II. Acordar los criterios de asignación. Es importante que entre ambas partes acuerden, antes o en el momento del pago, las facturas a las cuales se aplicará dicho pago. La autoridad define que los criterios de asignación se deberán aplicar en el siguiente orden:
1. Si existe disposición jurídica expresa de orden público que lo establezca, se respetará dicha disposición.
2. Acuerdo expreso establecido por las partes involucradas .
3. Si no hay acuerdo expreso, el pagador podrá indicar al receptor del pago a los que aplicará dicho pago y el monto que corresponde a cada comprobante, contando para ello con los 5 días naturales inmediatos siguientes a aquel en el que se realizó el pago.
4. En caso de que el pagador no indique al receptor del pago el o los CFDI de Ingreso a los que se aplicará el mismo, el receptor del pago lo aplicará al o los CFDI de Ingresos pendientes de pago más antiguos
III. Registrar detalle del pago. Se debe identificar, registrar e incluir los detalles para posteriormente poder incluirlos en el CFDI de pago tales como:
a. Fecha del pago: si la contraprestación fue recibida por medio de un cheque, se debe registrar la fecha en la que se recibe dicho instrumento financiero; sin importar que el depósito se acredite después
b. Forma del Pago
c. Monto
d. Moneda y tipo de cambio en caso de pagos que no sean en moneda Mexicana
En caso de pagos diferentes a efectivo deberás registrar:
e. Numero de operación: número de cheque, número de autorización, número de referencia, clave de rastreo en caso de ser SPEI, línea de captura o algún número de referencia o identificación análogo que permita identificar la operación correspondiente al pago efectuado.
f. Datos de la cuenta emisora: RFC y nombre de la entidad emisora de la cuenta origen, es decir, la operadora, el banco, la institución financiera, emisor de monedero electrónico, etc.; así como número de cuenta.
g. Datos del beneficiario: RFC y nombre de la entidad emisora de la cuenta destino, es decir, la operadora, el banco, la institución financiera, emisor de monedero electrónico, etc. ; así como número de cuenta.
h. Datos SPEI: En caso de ser pago interbancario deberá incluirse la referencia, certificado y sello de pago.
IV. Considerar las siguientes reglas para cancelación:
1. CFDI de Factura: Cuando ya se cuente con al menos un CFDI de Pago asociado, no podrá cancelarse y las correcciones deberán llevarse a cabo mediante CFDI de Egresos.
2. CFDI de Pago:
a. Cuando sea incorrecto algún dato del emisor o receptor, podrá ser cancelado siempre que se sustituya por otro con los datos correctos
b. Cuando no debió emitirse ya que la contraprestación se había pagado totalmente, al cancelarse el mismo deberá ser sustituido por otro con un importe de un peso.
V. Definir en dónde llevar el registro. Nuestra recomendación como expertos en ERPs por más de 17 años, es que el registro de la información, tiempos y relación de la triada CFDI de factura – Pago – CFDI de Pagos se haga en dicho Sistema administrativo para un control centralizado que facilite posibles auditorias. Sin embargo, también es factible llevar dicho control en un sistema satelital dentro de tu sistema de facturación electrónica actual siempre y cuando exista relación entre éste y tu ERP, que le permita a tu empresa llevar la trazabilidad entre los documentos y registros contables para reportar a la autoridad a través de los mecanismos definidos tales como la contabilidad electrónica u otros que puedan existir en un futuro.
La decisión de llevar el registro en el ERP (lo que conlleva contratación de consultores para modificarlo e incluir los nuevos campos) o en un sistema satelital (que conlleva en el mejor de los casos consultoría para interfaces que permitan el intercambio de los nuevos datos entre sistemas) dependerá de las condiciones de cada empresa así como de un análisis costo beneficio a mediano y largo plazo, busca asesoría de los expertos o tu consultor tecnológico y fiscal de confianza para buscar la solución que más te convenga y … a disfrutar de los beneficios del CFDI de Pago!!
Did you know that payments CFDI arrived to stay and your operation need to be adjusted?

As part of SAT’s modernization of services, the next priority after implementation of CFDI’s version 3.3 is to identify payment of invoices. The same will allow monthly pre-filled in tax returns, making the electronic audit more precise and efficient, improve timing for a quick reimbursement authorization and to make an obligations’ control more precise and appropriate. Therefore, even though there was an extension for its mandatory implementation until August 31 this year, payments’ CFDI has arrived to stay!!!
It is very likely that your first questions are, how does this affect my normal operation? or how do I implement it?. Before helping you with these doubts, let’s see what “Payments’ CFDI” is about. What is it? Also named as electronic payment receipt, payment supplement or payment receipt supplement, it is an Internet Digital Tax Receipt (CFDI) that must be issued by the company that receives the payment, to which specific additional information with regards to the payments received related to a previously issued invoice is included. In which cases must be issued? When the invoice is not paid in one installment (payment in installments) or if it is paid after it has been issued (deferred payment). Benefits
Avoids cancellation of invoices that have already been paid
Avoids payment duplicitys
Facilitates conciliation of invoices against payments, because:
1) Determines the moment of payment of the invoices and
2) Details the amount that is being paid and identifies the invoice being liquidated.
Avoids tax discrepancies among the declared and the invoiced
Avoids a negative compliance opinion.
Compliance with the current regulations
Identification of the moment in which the income is caused for ISR purposes and offset of IVA (VAT).
Now... How do I implement it? The first thing you must consider, either you issue or receive payment, is that the transaction cannot be fiscally offset or deducted until you have the triad:
Invoice CFDI – payment - payment CFDI.o Therefore, in addition to preparing yourself to issue and receive this new type of CFDI, which most likely your current electronic invoice provider is able to do, you must consider the new information you have to record as it is shown in the following diagram:
As you may observe, the most relevant change is found the “record” of this new CFDI, for which we recommend:
I. Identify and monitor when to generate or receive a Payment CFDI. If you have invoices that are paid in a differed manner or in installments, you have until the tenth natural day of the month following the month in which the payment was received and you may not issue it before the payment in any manner whatsoever. Due to the fact that you may incur in infringements and give rise to penalties if you do not comply with the aforementioned timing, we recommend that every time you have knowledge of a payment, a payment CFDI is immediately generated to avoid “oversights” or to implement technological controls that represent an additional investment.
II. Agree on allotment criteria. It is important that among both parties is agreed, before or at the time of payment, the invoices to which such payment will be applied. The authority defines that the allocation criteria must be applied in the following order:
1. If an express legal provision of public order provides it, such provision will be respected.
2. Express agreement set forth by the parties involved.
3. If there is no express agreement, the payer may indicate the payment recipient to which it will apply such payment and the amount that corresponds to each receipt, having 5 natural days immediately following the day in which the payment was made.
4. In case the payer does not instruct the payment recipient the income CFDI(s) to which the same will be applied, the payment recipient will apply it to the oldest pending income CFDI(s).
III. Record payment detail. Details must be identified, recorded and included to be able to subsequently include them in the payment CFDI, such as:
a. Payment date: if the consideration was received by a check, the date in which such financial instrument was received must be recorded, regardless if the deposit is credited afterwards.
b. Payment method
c. Amount
d. Currency and exchange rate in case of payments not made in Mexican currency. In case of payments different from cash, you should record:
e. Transaction number: check number, authorization number, reference number, tracking code in case it is SPEI, registration code or any reference number or analog identification number that allows identification of the transaction that corresponds to the payment made.
f. Issuing account’s data: RFC and name of the issuing entity of the source account, that is, operator, bank, financial institution, electronic wallet issuer, etc.; as well as account number.
g. Beneficiary’s data: RFC and name of the issuing entity of the destination account, that is, operator, bank, financial institution, electronic wallet issuer, etc.; as well as account number.
h. SPEI Data: In case it is interbank payment, the reference, certification and payment stamp must be included.
IV. Consider the following cancellation rules::
1. Invoice CFDI: When there is at least one payment CFDI related, it cannot be cancelled and corrections must be carried out through Expenditures’ CFDI.
2. Payment’s CFDI:
a. When any data from the issuer or the recipient is incorrect, it may be cancelled provided it is substituted with another one with the correct data.
b. If it shouldn’t had been issued because the consideration had been fully paid, upon cancellation of the same it must be substituted by another one for an amount of one peso.
V. Define where to keep the record. Our recommendation as experts in ERPs for more than 17 years, is that registration of information, timing and triad relation invoice CFDI - Payment – payment CFDI is made in such administrative system for a centralized control that facilitates possible auditing. However, it is also possible to keep such control in a satellite system within your current electronic invoicing system, provided there is a relation between the latter and your ERP, that allows your company to keep the traceable among the accounting documents and records to report to the authority through the mechanisms defined, such as electronic accounting or others that may exist in the future.
The decision of keeping the records in ERP (which entails hiring advisors to modify it and include the new fields) or in asatellite system that entails at best, consulting for interphases that allow exchange of new data among systems) will depend on the conditions of each company as well as on a medium and long term cost benefit analysis. Seek advice from the experts or your trusted technological and tax advisor to look for the solution that best suits youand… enjoy the benefits of the Payment’s CFDI!!!

El SAT tiene la firme intención de simplificarle cada vez más los procesos a los contribuyentes al momento de cumplir con sus obligaciones fiscales y un medio para realizar cualquier tramite de manera segura hoy en día a través de internet es con la e.Firma, que es un documento que sirve para identificar de manera inequívoca a cada contribuyente al momento de realizar sus trámites vía internet ante el SAT u otras dependencias de gobierno. Entre sus principales características es la de brindar mayor seguridad al momento de firmar digitalmente cualquier documento a través de un archivo cifrado con firma caligráfica.
Desde hace algunos meses, el
uso de la e.Firma no se limita exclusivamente a tramites ante entidades gubernamentales, es un tipo de certificado de Firma Electrónica Avanzada que puede utilizarse para firmar cualquier tipo de documento entre particulares. Facilitando aún más la implementación de proyectos donde la firma electrónica mejore los tiempos de respuesta o simplifique procesos.
¿Cómo se obtiene la e.firma? Para obtener la e.Firma es necesario que acudas a cualquier oficina del SAT y presentes los siguientes documentos:
Original y copia certificada de una identificación oficial vigente.
Verificar que tu CURP esté certificada en el Registro Nacional de Población, de lo contrario deberás presentar su acta de nacimiento original.
Si te inscribieron al RFC con CURP a través del portal del SAT deberás presentar un comprobante oficial de domicilio, en caso de ser asalariado podrás presentar tu credencial de INE para acreditar tu domicilio y en el caso de ser persona moral, el representante legal deberá contar con su e.Firma (activa) y presentar el poder general para actos de dominio o administración, el acta constitutiva en original o copia certificada ante notario público.

Obviamente el SAT, buscando agilizar estos trámites, solicitará realices una cita previa desde su portal, así no perderás tanto tiempo en filas al acudir a sus oficinas. Para completar tu trámite deberás llenar e imprimir la “Solicitud de Certificado de Firma Electrónica” que se encuentra disponible en el mismo portal.
Después de terminado este proceso y que el SAT nos valide toda la información, se obtendrá dentro de la USB nuestra e.Firma, siendo este un certificado de Firma Electrónica Avanzada que nos prepara para firmar digitalmente cualquier documento. Cabe destacar que la Firma Electrónica Avanzada es un esquema seguro que aporta confianza en las operaciones electrónicas que presten las empresas o negocios a través de portales web, aplicaciones móviles, para autenticación de clientes y por supuesto la firma electrónica de documentos.
Esto ofrece grandes beneficios a las empresas protegiendo la información que se envíe a través de medios electrónicos evitando la suplantación de identidad, un medio de autenticación de disponibilidad inmediata e ilimitada convirtiéndose en un medio seguro de identificación ante sus clientes beneficiando de manera directa a todos, reduciendo costos y fomentando la cultura “paperless” eliminando el uso del papel.
Por lo que su facilidad de uso conviert a la e.Firma en una herramienta versátil que debe ser usada con responsabilidad, por lo que también el SAT ha decido poner en marcha un Mecanismo Público de Consulta que ayude a las empresas o negocios que deseen hacer uso de esta herramienta a verificar que los certificados sean válidos al momento de hacer uso de ellos, dando aún más garantías sobre los documentos que están siendo firmados ante cualquier trámite o requerimiento.
Para poder realizar consultas, se ha dispuesto el OCSP: “ONLINE CERTIFICATE STATUS PROTOCOL” para lo cual el SAT ha definido algunas reglas para hacer uso del servicio de verificación y autenticación de certificados, entre las que destacan las siguientes:
Contar con su propia infraestructura de comunicación que permita consultar el estado que guarda dicho certificado a efecto de lograr su reconocimiento.
Proporcionar la dirección IP y la URL desde la cual se realizarán las consultas al servicio (considerando la dirección IP del firewall).
Se deberá considerar el documento RFC 2560 - X.509 Internet Public Key Infrastructure Online Certificate Status Protocol – OCSP, configuración de los servicios.
Tener la capacidad de leer las respuestas firmadas de las consultas al servicio OCSP utilizando el certificado de la Agencia Certificadora (AC) del SAT.
Proporcionar los datos de los contactos para efectos de comunicación entre el SAT y el solicitante, así como la volumetría de los servicios.
Para este ultimo punto dentro el SAT en su portal pone a disposición estos documentos los cuales deberán ser llenados y presentados juntos a través de un aviso en el Portal del SAT.
La respuesta a la solicitud dará a través de una resolución dentro de los 45 días hábiles siguientes en el que se presenta la solicitud.
Por lo que a través del servicio de verificación y autenticación de los certificados de firma electrónica avanzada, el SAT estará ayudando mediante un acceso público, a garantizar que la e.Firma utilizada por sus clientes sea válida verificando la validez de los certificados digitales de la e.Firma. Desde hace algunos meses, el uso de la e.Firma no se limita exclusivamente a tramites ante entidades gubernamentales, es un tipo de certificado de Firma Electrónica Avanzada que puede utilizarse para firmar cualquier tipo de documento entre particulares.

SAT has the firm intention to simplify more and more the processes to taxpayers upon compliance with their tax obligations and currently a means to carry out any procedure through internet in a secure manner is with the e.Signature, which is a document used to unequivocally identify each taxpayer when carrying out their procedures via internet before SAT or other government agencies. One of its main features is to provide more safety upon digitally signing any document through an encrypted file with a calligraphic signature.
For some months now, the use of e.Signature is not exclusively limited to procedures before governmental authorities, it is a type of Electronic Signature certification that may be used to sign any type of document among individuals, facilitating even more the implementation of projects where the electronic signature improves response times or simplifies processes.
How is the e.Signature obtained? To obtain the e.Signature it is necessary to go to any SAT office and submit the following documents:
Original and certified copy of a valid official identification.
Verify that your CURP is certified in the National Population Registry, otherwise you will have to submit your original birth certificate.
If you have been enrolled to the RFC with CURP through the SAT portal, you must submit an official proof of residency; in case of being wage earner, you may submit your INE card to prove your domicile and in case of being legal entity, the legal representative must have its e.Signature (active) and submit the general power of attorney for acts of ownership or administration, articles of incorporation, original or a copy certified before a notary public.
A USB unit.
Your e-mail address.
Obviously SAT, looking to speed up these procedures, will request you to make a previous appointment from its portal; in this way you will not lose so much time in line when appearing at its offices. To conclude your procedure you will have to fill in and print the “Electronic Signature Certificate Request”, available at the same portal.
Upon conclusion of this process and when SAT has validated all the information, our e.Signature will be obtained within the USB, being the same an Advanced Electronic Signature Certificate that prepares us to digitally sign any document.
It is important to point out that the Advanced Electronic Signature is a secure model that provides trust in electronic transactions provided by companies or business through websites, mobile applications, authentication of clients and of course, document electronic signature.
The foregoing offers great benefits to companies, protecting the information sent through electronic means, avoiding identity theft, a means of authentication of immediate and unlimited availability, turning itself into a secure means of identification before their clients, directly benefitting everyone, reducing costs and promoting “paperless” culture, eliminating the use of paper.
Its user-friendliness turns the e.Signature into a versatile tool that must be used responsibly; consequently, SAT has decided to put in place a Public Consultation Mechanism that helps the companies or business that wish to make use of this tool, verifying that the certificates are valid upon using them, providing even more guaranties over documents that are being signed at any procedure or requirement.
In order to carry out consultations, the OCSP: “ONLINE CERTIFICATE STATUS PROTOCOL” has been made available, whereof SAT has defined some rules to make use of the certificate verification and authentication service, among which the following stand out:
Have its own communication infrastructure that allows consultation of the status of such certificate in order to acknowledge it.
Provide IP address and URL from which consultation to the service will be made (considering firewall’s IP address).
The document RFC 2560 - X.509 Internet Public Key Infrastructure Online Certificate Status Protocol – OCSP service configuration, must be considered.
Have the capacity of reading the signed responses to consultations to OCSP service, using SAT’s Certifying Agency’s certificate (AC).
Provide contact details for communication purposes between SAT and the applicant, as well as service volume.
For this last item, SAT makes available these documents at its portal, which must be filled in and submitted together through a notification in SAT’s Website.
The answer to the application will be given by means of a resolution within 45 business days following the date in which the request is submitted.
Through the advanced electronic signature certificates verification and authentication service, SAT will be helping by a public access, to guarantee that the e.Signature used by their clients is valid, verifying validity of the digital certificates of the e.Signature.
