El día 1 de septiembre del presente año entra en vigor obligatoriamente el nuevo Complemento de Recepción de Pagos, también llamado Recibo Electrónico de Pagos (REP), sin embargo; al ya poder emitirlo es recomendable que los contribuyentes no esperen hasta la fecha mencionada para comenzar a generar este nuevo CFDI de tipo “P”, de tal forma que eviten contratiempos y puedan aprovechar los múltiples beneficios que trae consigo el documento; tales tener un mayor control sobre la cobranza debido a que en el REP hay que especificar el saldo inicial de los CFDI de Ingresos relacionados y al descontarle el monto del pago tendremos el saldo final del mismo CFDI de Ingresos lo que evitará retrabajos en plataformas distintas a los sistemas que usan en las empresas; por otra parte se tendrá el incremento en la comunicación con los clientes/proveedores debido a que será de suma importancia identificar quién está pagando -y la aplicación de dichos pagos- lo cual generará un fortalecimiento en las relaciones comerciales y disminución en los tiempos dedicados a la ejecución de procesos administrativos; así mismo se podrá tener un mejor control sobre el IVA cobrado lo que facilitará el hacer conciliaciones bancarias y el presentar la información al SAT; por su parte la autoridad también beneficiará a las empresas al poder presentar declaraciones prellenadas con la información recabada.
¿Y cuándo se debe expedir el REP? Cuando se emita un CFDI de Ingresos, pero éste se va a liquidar en una fecha posterior (pago diferido) y/o en parcialidades; se especificará en el comprobante que el Método de Pago es PPD (Pago en parcialidades o diferido) y la Forma de Pago “99” (Por definir); para posteriormente, cada vez que se reciba un pago de dicho documento -o al recibir la contraprestación total de dicho CFDI “I” emitir un REP. Cabe aclarar que se puede emitir un complemento para recepción de pagos por todos los pagos recibidos en un periodo de un mes siempre que estos correspondan a un mismo receptor del comprobante; así mismo, el periodo límite para expedir dicho comprobante será el día décimo natural del siguiente mes en el cual se
recibió la contraprestación. Es importante, para poder emitir correctamente este documento; tomar en cuenta las reglas que vienen en la guía de llenado del CFDI al que se le incorpore el complemento de recepción de pagos, publicadas por el SAT en su página de internet entre ellas destacan el no incluir impuestos trasladados ni retenidos; especificar la fecha y hora del pago recibido, así como la moneda y si ésta no es MXN; registrar el tipo de cambio. También se debe relacionar el UUID del CFDI de “I” que se está pagando. No hay que olvidar que el REP será un requisito necesario para poder fiscalmente hacer la acreditación o deducción correspondiente, por lo que es mandatorio solicitarlo al proveedor en caso de que éste último no lo haya emitido cuando corresponda.
Payment receipt supplement: Are you ready for September 1st?

On September 1st this year the new Payment Receipt
Supplement,, also known as Electronic Payment Receipt (Recibo Electrónico de Pagos, REP) comes into force. However, by already being able of issuing it, it is advisable that taxpayers do not wait until the date aforementioned to start generating this new type “P” CFDI, in order to avoid setbacks and to be able to taking advantage of the multiple benefits that the document entails, such as having higher control over collections as in the REP the initial balance of the related Income CFDI must be specified and by discounting the payment amount we will have the final balance of the same Income CFDE, which will avoid rework in platforms different from the systems used in the companies. On the other hand, there will be an increase in communication with clients/providers because it will be of great importance to identify who is paying – and the application of such payments- which will create strengthening in commercial relationships and decrease in time dedicated to execution of administrative processes. Additionally, it is possible to have a better control over the IVA that has been collected, which will facilitate making bank conciliations and submit information to SAT. Conversely, the authority will also benefit the companies by being able to submit pre-filled in tax returns with the information that has been collected.
And, when must the REP be issued? When an income CFDI is issued but the same will be liquidated at a later date (deferred payment) and/or in installments. It will be specified in the receipt that the Payment Method is PPD (Payment in installments or deferred, Pago en parcialidades o diferido) and Payment Method “99” (to be defined). Afterwards, every time a payment of such document is received –or upon receipt of the total consideration of such “I” CFDI- issue a REP. It is worth clarifying that a payment receipt supplement may be issued for all payments received in a monthly period, provided they correspond to the same receipt’s recipient. Likewise, the deadline to issue such receipt will be the tenth natural day of the following month in which the consideration was received. to consider the rules included in the CFDI filling-in guide to which the payment receipt supplement will be attached, published by SAT in its website. Among the same, it stands out not to include transferred or withheld taxes; specify the date and time of the payment received, as well as the currency and if the same is not MXN, record the exchange rate. The UUID of the “I” CFDI that is being paid must also be stated. Do not forget that REP will be a requirement needed to be able of making the relevant offset or deduction taxwise, therefore it is mandatory to request it to the provider in case the latter had not issued it where applicable.
Pablo Díaz Álvarez - EDICOM Quizá en el último año y medio una de las noticias que mas se ha esperado es la publicación en el Diario Oficial de la Federación (DOF) son las reglas generales aplicables a los PSC en lo aplicable al uso de la NOM-151-SCFI-2016. Pero ¿Y que hace que sea una de las noticias más esperadas?, en esta publicación se aclaran las dudas que aun existían para la prestación de servicios en el tema de la Digitalización, y es que recordemos, la versión anterior de la NOM ya
mencionaba sobre la posibilidad de digitalizar un document y certificarlo bajo esa versión de NOM, pero dejaba muchos cabos sueltos que al final del día, no permitían el fin común de los solicitantes… la destrucción del documento físico.
Por ello el Gobierno Federal a través de la Secretaria de Economía, se dio a la tarea de reformar esta normativa en base a su estrategia de un gobierno digital cada vez más fuerte pero también cada vez mas accesible a cualquier sector productivo basándose en la estrategia “Democratizar
la Productividad”. Con ello en la publicación de anexo técnico de la NOMSCFI- 151, marca los lineamentos a los que un PSC debe apegarse para procesos de expedición de Certificados Electrónicos, Sellos de Tiempo (TSA, por sus siglas en inglés) y la misma Constancia de Conservación NOM. Con lineamientos no solo nos limitamos al ámbito tecnológico, ya que lo que busca SE es crear en la figura de un PSC un ente integral, ya que conlleva un esfuerzo de la definición de Elementos Humanos, Elementos, Elementos Materiales y Elementos Tecnológicos.
Como Elementos Humanos, hablamos de contar con perfiles desde Jurídico e Informático los cuales han demostrado sus credenciales y capacidades demostrándolo ante economía para que la empresa en la que desempeñan estas funciones pueda acreditarse como un PSC. Como Elementos Económicos, se deben de acreditar el pago de las fianzas que cada servicio conlleva a fin de garantizar la solvencia económica del solicitante a la Certificación. Como Elementos Materiales, aquellos solicitantes deberán de presentar la documentación de sus procesos; recordemos que el tipo de servicios a prestar caen en el rubro de Servicios de Confianza pues lo que se busca con ellos es la plena certeza jurídica de un momento, hecho o acto. Por ello deberán de presentar políticas, planes de contingencia, recuperación, controles de acceso, entre otros tantos, afín de que SE cuente con las garantías que le permitan otorgar la Acreditación como PSC a una entidad que pueda garantizar a el usuario final la prestación de un servicio con un alto estándar de cumplimiento. Quizá dentro de los puntos o reglas publicadas es que costará más adoptar y sobre todo evaluar, ya que, si bien se pide un mínimo necesario, no todos los solicitantes o futuros solicitantes, cuentan con esta documentación orientada hacia la prestación de un servicio tan especializado, lo cual seguramente conllevará un esfuerzo importante en su realización o ajuste a fin de poder comprobar y sustentar dichos elementos. Como Elementos Tecnológicos, es quizá la parte medular de los servicios ya que como lo mencionamos al ser Servicios de Confianza, se deberá de garantizar una infraestructura física y lógica de que los Centros de Datos desde los que se expidan estos servicios sean lo mas seguro posibles en cuanto la tecnología lo permita, prácticamente, en este rubro un PSC o solicitante a no deberá de escatimar en cuanto a inversión de infraestructura garantizando así los requisitos publicados en el DOF. Pero al inicio de este articulo les hablaba sobre el tema de Digitalización ¿cierto? Y es que, si bien ya hablamos de los requisitos que deberán de estar cumpliendo los PSC o solicitantes a PSC, surge dentro de surgen dos nuevos servicios a prestar por los PSC; uno, la Digitalización Certificada y dos, TLA o Tercero Legalmente Autorizado. Estos dos nuevos servicios extienden el objeto social del PSC, y soporta obviamente a adecuaciones tanto legales como operacionales de estos. El PSC ahora puede decantar por
realizar el mismo la digitalización de documentos y posterior destrucción o bien trabajar con empresas Digitalizadores a las cuales certificará sus procesos de Digitalización y Destrucción y de avalarlo. Secretaria de Economía delega a través de este TLA las responsabilidades de que el proceso avalado garantice la prestación del servicio con los estándares publicados, es decir; podría decirse que lo vuelve una especie de auditor de aquellos Digitalizadores que quieren ofertar a los Comerciantes los servicios de Digitalización Certificada y a su vez el comerciante tendrá la tranquilidad de que el Digitalizador con el que trabaja esta respaldando su proceso con un TLA autorizado por SE, ya que esta información siempre deberá de ser del conocimiento del Comerciante/Cliente Final. ‘’Lo que busca SE es crear en la figura de un PSC un ente integral, ya que conlleva un esfuerzo de la definición de Elementos Humanos, Elementos, Elementos Materiales y Elementos Tecnológicos.’’ En fin, las reglas del juego están en la mesa y los Servicios de Confianza aperturan su mercado a nuevos jugadores en el Sector, que, aunque es muy especializado seguramente en los meses y años venideros existirán más actores en este con un solo bien, el de incentivar entre todos los actors de la actividad económica el uso eficiente de los recursos productivos, impulsando la economía digital con el uso de tecnologías de la información y comunicación.
Publication of PCS General rules in DOF
By: Pablo Díaz Álvarez - EDICOM Probably in the last year and a half one of the most expected news is the publication in the Official Gazette of the Federation (Diario Oficial de la Federación, DOF) of the general rules applicable to PSC regarding the use of NOM-151-SCFI-2016. But, what makes it one of the most expected news? This publication clarifies the doubts that still existed related to provision of services regarding Digitalization, and let’s remember, the previous version of the aforementioned NOM already mentioned the possibility of digitalizing a document and certifying it under such version of NOM, but left a lot of loose ends that at the end of the day did not allow the common purpose of the applicants… destruction of the physical document.
Therefore, the Federal Government through the Ministry of Economy, had the task of amending this regulation based on its strategy of a stronger digital government but also more accessible to any productive sector, based on the strategy “Democratize Productivity”. Therewith, publication of the technical exhibit of NOM- SCFI- 151 marks the guidelines that a PSC must follow for the issuance processes of Electronic Certificates, Time Stamps (TSA, as per the English acronym) and the same NOM Conservation Certificate. With the guidelines we are not only limited to the technological aspect, what SE (Ministry of Economy) seeks is to create in the figure of a PSC, an integral entity that entails an effort of the definition of Human Elements, Elements, Material Elements and Technological Elements.
As Human Elements, we talk about having Legal and Computer profiles that have shown their credentials and capabilities, proving it before economy for the company in which they perform these functions in order to be accredited as a PSC. As Economic Elements, ment of bonds that each service entails must be evidenced, in order to guaranty economic solvency of the Certification’s applicant. CAs Material Elements, those applicants must submit their processes’ documentation; let’s remember that the type of services to be rendered fall in the category of Trust Services, because what is being looked for with the same is complete legal certainty of a moment, fact or act. Therefore, they must submit policies, contingency and recovery plans, access controls, among others, in order to have the guaranties that allow accreditation as PSC to be granted to an entity that is able of guaranteeing the final user the provision of a service with a high compliance standard. Maybe within the published points or rules is that it will cost more to adopt and especially evaluate, because notwithstanding a minimum necessary is asked, not all applicants or future applicants have this documentation oriented to the provision of such a specialized service, which will entail for sure an important effort in its realization or adjustment in order to be able to prove and support those elements. As Technological Elements, it is maybe the essential part of the services, because as we mentioned, due to being Trust Services, a physical and logical infrastructure that guarantees that Data Centers from which these services are issued are as secure as technologically possible; practically in this aspect a PSC or an applicant must not economize regardin investment in infrastructure, therefore guaranteeing the requirements published in the DOF. But at the beginning of this article I was talking about the Digitalization issue, right? So, notwithstanding we have spoken about the requirements that must be complied with by the PSC or applicants to PSC, two new services emerge within the same to be provided by the PSC; one, Certified Digitalization and two, TLA or Third Party Legally Authorized. These two new services extend the corporate purpose of
the PSC and obviously supports adaptations, both legal and operational, of the same. PSC is now able to choose to carry out on its own the digitalization of documents and later destruction, or else to work with Digitalization companies to which it will certify their Digitalization or Destruction processes and, in case of endorsing it, Ministry of Economy delegates through this TLA the responsibilities that the endorsed process guarantees the provision of the service with the published standards; that is, it may be said that it turns it into a type of auditor of those Digitizers that want to offer to Merchants Certified Digitalization services and conversely the merchant will have peace that the Digitizer with whom it works is backing-up its process with a TLA authorized by SE, because this information must always be known by the Final Trader/Customer. ‘’What SE seeks is to create in the figure of a PSC, an integral entity that entails an effort of the definition of Human Elements, Elements, Material Elements and Technological Elements.’’ In summary, the game’s rules are on the table and the Trust Services open their market to new players in the sector that, even though it is very specific, surely in the following months and years more acting parties will exist in it with a same good, to promote among all acting parties of the economic activity, the efficient use of productive resources, driving the digital economy with the use of information and communication technologies.

En México, la Factura Electrónica ha madurado considerablemente a través de los años y a la par, han madurado también las necesidades que este implica en cuanto a su generación, modificación y/o cancelación. Es precisamente en estas necesidades donde la autoridad fiscal
Mexicana se involucra, dando un constante impulso y apoyo al contribuyente para satisfacerlas. La cancelación desde el inicio del modelo CFDI, ha presentado problemáticas identificadas por el SAT siendo probablemente la más relevante, aquella donde se presentan cancelaciones de documentos sin conocimiento del receptor del comprobante fiscal, provocando así que el comprobante se incluyera dentro de la contabilidad de dicho receptor, deduciendo un impuesto no contabilizado o identificado por el SAT. Para atender tal situación y reducir la posibilidad de que estos casos se presente, el Servicio de Administración Tributaria define el proceso de Cancelación de CFDI en el nuevo modelo donde el contribuyente tiene complete visibilidad y trazabilidad de las cancelaciones que hace a los CFDI expedidos, así como, de las solicitudes de cancelación que como receptor de estos documentos estará sujeto a aprobar o rechazar. Los contribuyentes deberán estar preparados tanto en aspectos técnicos como de negocio para realizar las adecuaciones pertinentes en éste nuevo esquema. Es importante y relevante matizar que México es uno de los países donde se manifiesta este tipo de procesos donde la autoridad fiscal, el SAT, se involucra directamente para apoyar a los contribuyentes en la cancelación de comprobantes fiscales. Factor diferenciador con otros países donde se lleva a cabo, de igual forma, el uso de la Factura Electrónica sin contar con un proceso de cancelación. El nuevo modelo que propone el SAT consiste en que el emisor enviará al receptor del CFDI una solicitud de cancelación a través del buzón tributario. El receptor del comprobante fiscal deberá manifestar por el mismo medio la aceptación o rechazo de la cancelación ante este comprobante fiscal. El SAT considerará la aceptación automática a la solicitud de cancelación del CFDI al haber transcurrido 72hrs a partir de la recepción de dicha solicitud. Habrá excepciones en donde el emisor podrá cancelar el comprobante fiscal sin requerir la manifestación del receptor ante esta acción. Estas excepciones son para CFDIs:
Que amparen ingresos por un monto de hasta $5,000
Por concepto de nómina
Por concepto de egresos
Por concepto de traslado
Por concepto de ingresos expedidos a contribuyentes del RIF
Que amparen retenciones e información de pagos
Expedidos en operaciones realizadas con el público en general de conformidad con la regla 2.7.1.24.
Emitidos a residentes en el extranjero para efectos fiscales conforme a la regla 2.7.1.26.
Cuando la cancelación se realice dentro de las 72 horas inmediatas siguientes a su expedición.
Ante este esquema de cancelación próximo a entrar en vigor, los Proveedores Autorizados de Certificación (PAC) en colaboración con proveedores de tecnología en generación y validación de comprobantes fiscales establecerán servicios Web Service para conectar directamente con el buzón tributario y automatizar los procesos tanto de solicitud de cancelación (emisor) a un comprobante fiscal como de aceptación/rechazo (receptor) del mismo buscando dar visibilidad a los contribuyentes cada vez que se require ejecutar alguna de éstas acciones que precisamente ayudarán a contribuyentes que manejen un gran volumen de transacciones comerciales buscando integración y automatización ante éste nuevo modelo de cancelación. Este nuevo esquema de cancelación, sin duda, beneficiará a los contribuyentes a tener mayor visibilidad y gestión en la generación de sus comprobantes fiscales aunada a la revision exhausta previo a la solicitud de cancelación y/o aceptación o rechazo de la misma.
New CFDI services: Cancellations

In Mexico, Electronic Invoicing has matured considerably through the years and also the needs the same imply regarding its generation, modification and/or cancellation have also matured. It is precisely in these needs where the Mexican tax authority is involved, providing a constant drive and support to the taxpayer in order to satisfy those. Cancellation, from the beginning of the CFDI model, has presented problems identified by SAT, being probably the most relevant whereby cancellations of documents are submitted without knowledge of the tax receipt’s recipient, causing the receipt to be included in such recipient’s accounting and deducting a tax that has not been accounted for or identified by SAT. To handle such situation and reduce the possibility that these cases happen, Tax Administration Service defines the process of Cancellation of CFD in the new model whereby the taxpayer has complete visibility and traceability of the cancellations made to issued CFDI, as well as of the cancellation requests that as recipient of such documents will be subject to approval or rejection. Taxpayers will have to be prepared both in technical and business aspects to carry out the relevant adaptations in this new model. It is important and relevant to modulate that Mexico is one of the countries in which this type of processes is shown, where the tax authority, SAT, is directly involved to support taxpayers in the cancellation of tax receipts. A differentiating factor from other countries in which the use of Electronic Invoicing is also carried out without having a cancellation process The new model proposed by SAT consists of the delivery by the issuer to the recipient of the CFDI of a cancellation request through the tax mailbox. The tax receipt’s recipient must express through the same means the acceptance or rejection of the cancellation of this tax receipt. SAT will consider automatic acceptance to the CFDI cancellation request 72 hours after reception of such request. There will be exceptions in which the issuer may cancel the tax receipt without requiring a statement of recipient for this action. These exceptions are for CFDIs:
That cover income in an amount up to $5,000
By way of payroll
By way of expenditures
By way of transfer
By way of income issued to RIF taxpayers
That cover withholdings and payment information
Issued in transactions made with the general public pursuant to rule 2.7.1.24.
Issued to residents abroad for tax purposes pursuant to rule 2.7.1.26.
When the cancellation is carried out within 72 hours immediately after the issuance.
Upon this cancellation model soon to come into force,
Certification Authorized Providers (Proveedores Autorizados de Certificación, PAC) in collaboration with technology providers for the generation and validation of tax receipts, will establish Web Services to connect directly to tax mailbox and automatize the processes both of cancellation requests (issuer) of a tax receipt and of acceptance/rejection (recipient) of the same, looking to provide visibility to taxpayers every time one of these actions is required to be executed, which will precisely help taxpayers that handle a great volume of commercial transactions seeking integration and automatization upon this new cancellation model. This new cancellation model, without a doubt, will benefit taxpayers to have more visibility and management of their tax receipts together with the thorough review prior to the cancellation request and/or acceptance or rejection of the same.
